Titans quarterback Charlie Whitehurst once again took the majority of the reps during the open portion of practice Friday and signs point to him starting again on Sunday against the Redskins.

Jake Locker, sidelined last week with a thumb injury, was listed as limited on the team's Injury Report and designated as questionable. But Locker did little during individual periods while Whitehurst took the bulk of the reps.

Locker has missed two starts this season with injuries. He suffered the thumb injury in the first half of the team's Oc 5 game against the Browns.

Whitehurst has started two games in place of Locker this season. Whitehurst has practiced fully all week, while Locker has been listed as limited all week with the thumb injury.

Coach Ken Whisenhunt said a decision on Locker won't be made until Sunday. Whisenhunt said Locker still has some soreness in the thumb but is working through it.

"I admire the way he is working, and he is getting better,'' Whisenhunt said of Locker. "He has progressed."

Locker was inactive against the Jaguars on Sunday, while rookie Zach Mettenberger was the team's No.2 quarterback.

Titans quarterback Charlie Whitehurst passed for 233 yards and led four scoring drives in a 16-14 win over the Jaguars on Sunday. It was only his second NFL victory.
